The Results-Oriented Monitoring (ROM) system of the EU was established in 2000 in order to provide external, objective and impartial feedback on the performance of aid projects and programmes financed by the EU. ROM is part of the overall quality assurance cycle of EuropeAid, which starts during the design of projects and ends after its implementation. Quality assurance mechanisms (peer review, design checks, monitoring and evaluations) are in place to ensure that projects are relevant to the needs of the beneficiaries and are well performing. ROM coexists with other monitoring mechanisms, such as self monitoring by project management, internal monitoring by the EU Delegations and partner countries' own monitoring mechanisms. Ideally they should all complement each other. The present terms of reference deal exclusively with the ROM system.

The work defined under those contracts provide high quality information on project and programme through monitoring of the performance and results of operations financed on Community funds within its external cooperation with third countries on the basis of the ROM methodology.
